'Cecilia' is a Blue, dwarf spreading selection of White Spruce. Foliage is silvery-Blue and radially arranged on a flat spreading plant. Discovered as a witch's broom along the Skippack Highway near Philadephia, Pennsylvania in the late 1970s by Greg Williams. Great plant for the Rock Garden or for the smaller landscape.
